Legislation & Party Constitution
To replace the seriously dysfunctional system of parliamentary democracy we have with that which will compel the federal, provincial, territorial and municipal governments to do what Canadians want and not interfere with their voter approved policies will require legislation.
Two dozen Canadian and several U.S. academics, specialists and experts were contacted between mid-April and the end of May seeking a critique of the referendum voting protocol. Because there will be public concerns when announcing and promoting the Party about e-voting, assessments obtained now serve as preparation for responding to them. Another primary motivation of these solicitations was to improve the design of what will be presented as an alternative to the current policy formation system. Modifications were made as a result of consultations with Professor Henry Milner (University of Montreal, Center for the Study of Democratic Citizenship) and American computer scientist Dr. David Jefferson (chairman of the Verified Voting Foundation and board member of the California Voter Foundation). See sections 7(6) and 11.1 of this draft statute.
